The overall main idea of this article is that the cost of college is going up and people is taking loans out which are putting them in debt because they have to pay them off. That is the reason why some people donââ¬â¢t go to college, I believe the author wrote the article to inform you about why teens are in debt after they graduate college. According to Mrs. Gallagher the main reason why college debt is increasing isà because loans are available and teenagers are encouraged to borrow money. At least 700 colleges have contract with bad banks to market credit cards to students. About nine in 10 students use credit cards to help pay for their college expenses. The main reason why the increase in college debt is because colleges have taught teenagers bad financial decisions, which has caused the decrease in the worth of a college degrees. The degree Iââ¬â¢m pursuing at this moment is my Bachelorââ¬â¢s degree in Culinary Arts. I want a better education other than a high school diploma. Me wanting to become a chef/ Pastry chef, there is nothing Flint nor Michigan for my degree. I want to be up there with the people on the Food network channel and the TLC channel as well. With me having more degrees it will most likely guarantee me a VERY nice job in the near future.

Causes And Minimization Of Soybean Flavour Via Enzymes Lipids, proteins, carbohydrates, as well as vitamins and minerals are main food ingredients that are responsible for flavour in vegetables. Soybean is very popular and unique in its ability to be cholesterol free and lactose free, and also because it provides good source of nutrients at low-cost such as proteins, minerals, vitamins and phytochemicals (biological active components derived from plants) and also is a source of oil and therefore it is classified as an oilseed and has a reputation of being natural and good for health (Martin et al, 2010). Soybean originated from Asia, was first cultivated in china and is most common in Asian countries and is grown by farmers since centuries. Soybean is a good source for providing useful protein especially in countries where people are protein deficient, or lack of proteins from animal source, or for th ose people that are lactose tolerant and cannot consume cows milk for them soymilk is available, which is made from soybean and is healthy and rich in protein. Soybean is used to produce many food products such as soymilk powders, flour, oil, soybean curd, chocolate, ice-cream, etc (Martin et al, 2010; Stephan et al, 2000). Although in many western countries acceptance of soybean has not been much successful due to its strong grassy/beany flavour which is unpleasant in taste and is unfavourable according to most consumers. Therefore, much research has been done to improve soybean flavour. According to many studies done on soybean flavour, lipid oxidation (lipoxygenase) an iron containing enzyme which is common in plants and animals, which undergoes Fe2+ to Fe 3+ transitions during per oxidation of fat catalyses the peroxidation of unsaturated fats to hydroperoxides is said to be responsible for the off flavour which breaks down during hydration, which will be further discussed in th is review. Causes of beany Flavour During cultivating soybean, it is found that it is beneficial to environment in terms of nitrogen and other minerals that benefit the soil by increasing carbon, nitrogen, phosphorous contents in soil. Unpleasant flavour such as beany /grassy flavour of soybean are generated from the lipids through lipoxygenase during the process of roasting, fermentation and germination, the lipoxygenase breaks down the oil into a number of chemicals including hexanal, and methanethiol and these chemicals result in off-flavours which are described as beany and grassy primarily in soybeans ( Suratman et al,2004; Wszelaki et al, 2005). Lipoxygenase in soybean seeds is present in the form of three isozymes ( Lox-I, Lox-II and Lox-III) (Kumar, et al, 2003). Soybean is an iron containg enzymes which catalyzes the oxidation of polyunsaturated fatty acids with cis,cis-1,4-pentadiene units to produce conjugated unsaturated fatty acid peroxides which are rensposible for the off flavour in soybeans as well as bitter taste (Li et al, 2008; Wang et al, 2008). It comprises of enzymes that are commonly found in soybean, can arise by either hydrolysis of fatty esters or oxidative fat corrosion. Naturally occurring enzymes such as lipid acyl-hydrolases, directly hydrolyze the fatty ester bonds of triglyceride s and phospholipids, producing free fatty acids. Lei and Boatright, 2005, revealed the importance of methanethiol to the characteristic odour of soybean which could give rise to a volatile sulphur compound; dimethul trisulfide is responsible for the off odour. Although the means for the effect of lipoxygenase on the formation of methanethiol is not well known, but is thought to be due to release of the free radicals formed during oxidation of polyunsaturated fatty acids. Methionine residues in soy protein products are aggregated by such free radicals, resulting in the formation of methionine sulfoxide which generates methanethiol as a final product as proposed by Lei et al 2005.Therefore, the data from current studies suggest that lipoxygenase not only catalyzes the oxidation of polyunsaturated fatty acids, resulting in the formation of volatile aldehydes, ketones, and alcohols, but also promotes formation of methanethiol (Lozano et al, 2007). Flavours developed depend on the composition of the fat with short chain fatty acids to C 10 having particularly disagreeable odours flavours and those above C1O possessing waxy or, at alkaline pH, soapy flavours. Hydrolytic fat corrosion is not much important in terms of flavour formation when compared with flavours from oxidative deterioration of free fatty acids. Strong soybean-like flavours have been found in model systems consisting of hydroperoxides generated by the oxidative action of soy lipoxygenase on pure linoleic and linolenic acid. Volatile Compounds produced contribute to the grassy and beany flavours, while non volatile compounds cause bitter and astringency. In addition, scientists have found that lipid hydroperoxides produced by Oxidation readily form in soybean seeds when compared with other vegetables. Once formed, hydroperoxides undergo decomposition to both volatile and non volatile compounds. Many volatile Compounds generated either by the action of enzymes or by autoxidation of polyunsaturated lipid. A volatile synthetic compound, 2(l-pentenyl) furan also was found to contribute to the beany and grassy notes of soybean oil. It was hypothesized to arise from autoxidation of linolenic acid. According to Zhou et al, 2000, 2-pentyl pyridine (2-pp) has the largest flavour value of any other flavour volatiles found in soybean products. While volatile compound contribute to beany flavour, non-volatile oxygenated fatty acids impart a bitter taste to soybeans and dried peas. For example, trihydroxy fatty acids generated by the action of soy lipoxygenases on linoleic acid is responsible for the bitter tastes but due to its low concentration it is unlikely to be the main cause off odour (Stephan et al 2000) . According to many studies peroxides, lipoxygenase, and phospholipids are the main cause of off odour in soybean and many studies show that pH and temperature may also have influence on the flavour impact causing undesirable taste. According to Iassonova, removing lipoxygenase (LOX) isozymes can reduces the amounts of volatile off-flavor compounds in soybeans and soy products drastically, but are not completely eliminated. The present work presents evidence that lipoxygenase-null (LOX-null) soybeans contain a LOX-like enzyme that is responsible for the offflavors in LOX-null soybeans. Volatiles production in triple LOX-null soybeans was terminated by heat treatment, which suggests an enzymatic cause to the off-flavors. The source is LOX-like in that the volatile compounds produced are similar to LOX-generated products of polyunsaturated fatty acids. Oxygen was consumed when a LOX-null protein solution was incubated with crude soybean oil suggesting that the enzyme catalyzed oxygen con suming reactions. The generation of flavour compounds was inhibited by the typical LOX inhibitors propyl gallate and nordihydroguaiaretic acid (NDGA). The enzyme appears to be more active with phosphatidylcholine than with other lipid substrates. The cause of the off-flavors in LOX-null beans appears to have enzyme-like characteristics (Iassonova et al, 2009). Strategies adapted to reduce beany flavour Although soy is rich in its nutritional value, it has not been much popular due to its beany unpleasant flavour; therefore many methods have been considered in order to get rid of this lipid derived beany off flavour in soybean which is due to lipoxygenase activity. Soybean proteins can be readily be modified by chemical, physical and enzymatic treatments changes the functional properties of the protein such as leading to flavour change. Methods such as heat treatment, pH adjustment, hydrolysis, enzyme treatment, ingredients addition, thermal modification, and breeding of soybean with low beany flavours have been used to eliminate/ reduce unpleasant beany flavour of soybean (Heywood et al, 2002; Suratman et al, 2004). According to Heywood et al, 2002, value enhanced soybeans (genetic modified/breed) have transformed fatty acid/ protein composition which means volatile compounds are removed that cause unpleasant beany flavour. According to Iassonova et al, 2009; removing lipoxygenase (LOX) isozymes can reduces the amounts of volatile off-flavor compounds in soybeans and soy products drastically, but are not completely eliminated. Temperature also has significant effect on soybean protein where significant decrease in unpleasant flavour compound was observed at lower temperature around 5.5 C (lower than room temperature). In many studies it was investigated that at higher temperatures the methanethiol increased and vice versa (Heywood et al, 2002). Also heating increases the digestibility of soy protein. Similar results were reported by Rehman et al, 2007, according to him soymilk prepared by heating soybean grains at least 15min at 100 C soaking in water at pH 8, (soybean water extract) improved the flavour and taste to some extent but did not completely eliminate the unfavourable flavour, it only had less beany flavour and more protein solubility and also improved colour consistency. Similarly Machado et al, 2008 reported that the anti-nutrients in soybean such as Kunitz (protease inhibitor that reduces the nutrient level of soybean) can be inactivated by heat treatments (wet) or biochemical treatments or ei ther by selecting soybean varieties (could be modified/ genetically grown) that lack these protease inhibitors along with heat treatment such as wet heat rather than dry heat. Soybean was heat treated for 15 minutes ( as excess heat could completely denature the protein i.e. decrease the solubility and nutrition value) and as a result the trypsin inhibitors (which was seen to be dependent on moisture level) were inactivated without affecting the quality of soy protein the in terms of nutrition value. Thermal treatment the most common old method used to modify soy bean flavour without affecting the nutritional value. This treatment is used to eliminate lipoxygenase activity in soybean which produces volatile compounds responsible for off odour. Enzyme modification are conducted to eliminate undesired flavours (beany) caused by hexanal. Alpha-tocopherol and isoflavones, both naturally occur in soybeans. Are antioxidants which inhibit enzymic oxidation of linoleate with lipoxygenases . Methods are developed to free naturally occurring antioxidants of enzyme inhibitors. Cysteins under aerobic conditions interacts with the catalytic site of lipoxygenase and induces irreversible inactivation of the enzyme. Cysteine reacting with linoleic acid prevents formation of volatile flavour compounds. In line with Li et al, 2008, and Wang et al, 2008, although the thermal treatment inactivates effectively soybean lipoxygenase (LOX), it denatures soybean proteins, results in amino acid degradatio n and other deteriorative reactions. Although there are concerns over the affects of flavours, texture, colours, vitamins and nutrients by thermal treatment, therefore, inactivation of soybean LOX by non-thermal treatment is aimed in order to avoid quality loss of soymilk by thermal processing and new techniques are introduced such as high pressure techniques for better quality and taste. Pulsed electric fields (PEF) a non-thermal food preservation method and become increasingly a promising option to thermal pasteurization. In comparison with traditional thermal pasteurization, PEF dramatically lead to inactivation of LOX activity and denature of enzymes in soymilk PEF not only can kill microorganisms and inactivate enzymes, but maintains taste, colour, texture, vitamins, and nutrients, of foods. Gas chromatography-mass spectrometry was used to determine the content of methanethiol in soybean which occurred in every sample of soybean tested (Lei et al, 2005) which gives out unpleasant odour. It also was observed that if pH levels were increased the amount of methanehtiol also increased due to breakdown of methionine. Cyclodextrin, which masks beany flavour molecules by reducing or changes the food flavour overall have been used to eliminate the molecules responsible for the off flavours in soybean. Hexanal is reported to be the main sources of beany flavour have been used to inactivate soybean lipoxygenase activity but it is found that it lowers the protein solubility. Another method is soaking soybean in ethyl alcohol and PH adjustment. Off-flavour is only observed when the soybean cells are borkendown/ or during cooking where many chemicals (e.g. linoleic acid; ketones, aldehydes, and alcohol) are released which give off odour (Rehman et al, 2007). According to Stephan et a l, 2000 saturated free fatty acids (FFAs) did not produce any bitterness in the concentrations investigated, and were able to influence the bitter taste of emulsions essentially even if they are present in concentrations that are only slightly above their thresholds. Fig.1.Improved soybean products (Bay, 2006) Various methods have been employed to inhibit lipoxygenase. Enzyme inactivation by blanching whole soybeans before grinding of soaked soybeans prevents formation of oxidized flavour in the production of bland-flavoured soy milk. Heat inactivation of lipoxygenase by extrusion cooking yields full-fat flour with improved odour, flavour, and stability. Further low pH inhibits lipoxygenase in soybeans and other legumes. Thereby minimizing the formation of volatile compounds for example flavourless tasting slurries free of lipoxygenase- induced off-flavours and odours were produced by grinding and fractionating raw soybeans under pH 3.8 for enzyme inactivation with saturated monohydric alcohols. Flavour of soy flour should be improved with alcohol or heat treatments. Alteration of flavour causing aldehydes to alcohols by means of an enzyme alcohol dehydrogenase could reduce flavour because alcohols generally have higher flavour thresholds than corresponding aldehydes. .Alcohols produced by this reaction can act as enzyme inhibitors in the meals, or they can be more readily extracted from meals unlike aldehydes because alcohols do not bind to proteins .Present processes for preparing soyflour, concentrate, and isolates generally involve solvent extraction, aqueous extraction, drying, and toasting. Products with improved flavours through these procedures are commercially available. One current method is used to achieve soybean with acceptable flavour, better quality, and reducing any undesirable characteristics. (fig.1.).In this method soybean is mixed in an heated aqueous salt solution to form a mixture, heating leads to deactivation of enzymes that are responsible for beany flavour. This improved misture is further processed (drying, roasting, powdering, and flavouring) so can be used in a variety of food products. Conclusion Although soybean milk is recognized as a nutritious beverage, it contains much lower calcium than cows milk. To eradicate the off flavour, scientists throughout the world have been in an attempt to find soybeans that lacked lipoxygenase enzymes thought processes such as mutation, hybridization and selection they were able to find few that few of the enzymes. These soybeans are now being used in soymilk production and other food products and no longer have the off flavour (beany flavour). Therefore, according to Rehman et al, 2007 soybean in water at pH8 showed to have less beany flavour and more protein solubility, similarly according to Wang et al 2008 high pressure was found be effective in slightly reducing off flavour by deactivating lipoxygenase in soy products such as milk and gave improved taste and flavour , these results were also in line with the finding with Li et al, 2008 who studied the inactivation of soybean lipoxygenase due to thermal treatment but is shown to affect the quality of food and similarly results reported by Wang et al, 2008. Although there are concerns about reduction in protein content or health affect when soybean is modified in order to eliminate the unacceptable odour, since consumers concern has always been on quality, appearance, taste, smell, and texture. According to Lei and Boatright, 2005 little is known about factors that influence occurrence of methanethiol in soy products.

Documents Reflect History Written documents reflect what has happened. Actions that may have happened in history, give historical documents a reason to be. Although actions may not have occurred to cause documents to be written, they may have been just to prevent them from happening. The Declaration of Independence clearly states that the American colonists felt that having a political break with Great Britain would be needed. This was stated because the American colonists were getting tired of the high taxes and having their government ruled by a king living across an ocean. The Constitution of the United States became a document because the people who formatted the Constitution wanted to make a government strong enough to secure the rights of citizens and fight back with the country against its enemies. They wanted this because they wanted to be able to stand up against anyone or anything that came against the government. One of the purposes for the Constitution being written was to make laws and establish courts that are fair. This purpose was stated because if courts are not fair and laws are not just, then it will be as if we were still under the tyrannical rule of the King of England. The Martin Luther King Jr. ââ¬Å"I Have A Dreamâ⬠speech is a historical document. This document is known to be a new phase of the civil rights movement beginning in 1960, initiated by a new generation of African Americans and extremely supported by young liberal Caucasians. Many events occurred to give reasoning for this document to be written. Segregation took place and Martin Luther King Jr. stood up for what he believed in. He stated that the African Americans were not free and were not treated equal, as they should be. He specifically states, ââ¬Å"There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights.â⬠This document was written because Martin Luther King Jr. felt the same as many other African Americans, hoping that someday all the racism will vanish and the racist will realize that everyone should get a chance at being treated equally. Of Civil Government by John Locke (1932-1704) became a document stating that we, the people, should take only what we deserve and to not depend on someone else to help you get what you want. Also, we being equal means that we should not hart or harm another in their life, health, liberty, or possessions.

This new understanding of politics and social responsibility in urban planning may have brought boundary interaction between planners and other professions, such as social workâ⬠¦ Introduction In his 1995 article, Andrew Abbott explores his evolving conception of the social work profession. As we approach the new millennium, Abbott's conception becomes strikingly relevant. In brief review, Abbott's first notion posits that social work is a profession of interstitiality. In this context, social workers translate and mediate between collogues in highly technical professions and their own social work clients. Abbott refers to this relationship as a "social work of boundaries" (Abbott, 1995). As the boundaries between other professions change, the social work interstitiality changes as well - coined by Abbott "the boundaries of social work." Abbott writes; "the function of social work, like those of other professions, emerged from a continuous conflict and change" (Abbott, 1995, p. 552). As examples, Abbott related aspects of conflicts in which social work gained or lost "sub-fields" to neighboring professions. Abbott's third conception admits that both of his previous notions fail to address the origin of the modern social work profession. In his subsequent exploration of social work origins, Abbott suggests that other professions solidified before social work did, creating the boundaries from which social work emerged (Abbott, 1995). Globalization: What It Is and How Can We Improve for the Better Essay
You can interpret globalization in any way you want because it is not a word but a way of living, be it bad or good. Where did the term globalization come from and what does it mean for consumers, corporate factories, and workers? How did it affect their lives? Despite all of its different sides, globalization is a good thing but to a certain extent. Globalization is in our world now and we should focus on what we should do to regulate globalization to where we are progressing as a whole and not returning to the dark ages. In order to answer these questions we must ask ourselves what does globalization mean? The dictionary definition of globalization is the act of globalizing, or extending to other or all parts of the world. According to Charles Tilly, ââ¬Ëglobalization means an increase in the geographic range of locally consequential social interactions, especially when that increase stretches a significant proportion of all interactions across international or intercontinental limitsââ¬â¢ (qtd. in Kesselman 2). It also means it is a worldwide integration and development of countries for the benefit of the world. Economic globalization is a little different. According to the dictionary, economic globalization refers to increasing interdependence of and national economies across the world through a rapid increase in inter-border movement of goods, service, technology, and capital. Even though we hear about globalization a lot recently, the term is not new. People have been selling and trading with different nations for thousands of years before the Great War (World War I) broke out; putting it on hold. In fact, globalization has been around for many centuries now. It has just been a pattern ever since man first traded. A new era of globalization started and has continued since the 1980s (Kesselman 4). Many believe globalization to be spread by westerners. Since the new era of trade, the west did have a large part in influencing globalization, many of which were manufactured automobiles or textiles. ââ¬Å"Globalization is often seen as global westernizationâ⬠(Sen 28). Even though globalization is most commonly viewed as such, it is not entirely an invention of westerners. There has also been a large influence from the easterners too. Globalization can be a good thing. One good reason why globalization is good is because of international trade. Trade has increase and production has increased. Goods and products have been traded internationally around the world. We get bananas, sneakers, and clothes from other countries. When we trade internationally, it helps both sides of the trade. One country gets the profit to help itsââ¬â¢ country out and the other gets its product. ââ¬Å"The bottom line then is thatâ⬠¦trade is beneficialâ⬠(Wolf 76). An example of trade that is beneficial: Of the countries of the world, those in East Asia have grown the fastest and done most to reduce poverty. And they have done so, emphatically, via ââ¬Å"globalization.â⬠Their growth has been based on exportsââ¬âby taking advantage of the global market for exports and by closing the technology gap. It was not just gaps in capital and other resources that separated the developed from the less-developed countries, but difference in knowledge. East Asian countries took advantage of the ââ¬Å"globalization of knowledgeâ⬠to reduce these disparities. (Stiglitz 87) Another reason why globalization can be a good thing is knowledge and communications. Without the invention of telephone, it was hard to communicate with one another in the United States. Before phones or telegrams, there were carrier pigeons, letters by mail, or person-to-person conversations. Now almost everywhere around the world has some sort of communication; cell phones, internet, video chats, blogs, etc. The internet is also a means to free information. Of course, there are plenty of negative impacts of globalization. The spreading of information and the spreading of factories causing severe side effects that could cause destruction throughout the world and already has. ââ¬Å"As your country puts on the Golden Straitjacket, two things tend to happened: your economy grows and your politics shrinksâ⬠(Friedman 61). In other words, once a country plays into the global economy they have to make huge sacrifices. Globalization is driven by investments, trades, and information. With this rapid form of sharing, it has major effects on the environment and cultures along with the people. Some of them are even harsh. ââ¬Å"Flames and smoke swept the cramped textile factory in Baldia Town, a northwestern industrial suburb, creating panic among the hundreds of poorly paid workers who had been making undergarments and plastic toolsâ⬠¦almost killing 300 workersâ⬠(ur-Rehman, Walsh, and Masood 2012). This is one of the many reasons of the negative impacts of globalization. With globalization many corporations only care about production and how fast they can produce it. Many of the factories, like the one in Baldia, had no safety regulations because the factory wanted more production and more money. Instead of using that money to get better safety for the factory, almost 300 people died that day. I believe that globalization is a good with regulations in place. There will need to be a lot of rules and regulations of globalizations like safety and health. I believe in free information and knowledge. It should be free in order for us to go and become a better people. Without these rules, things like Baldia happen. Globalization plays a big part in our lives today. Even if we tried, we would not be able to stop globalization. We can only regulate it. With globalization we can move towards a more peaceful future where we can understand each other. To improve safety and have regulations is a way to improve globalization. This will make it a whole lot better. If the factory in Baldia had better safety regulations and pay, then the outcome of the burning would have been different. There would be 300 people alive today. Despite all of its different sides, globalization is a good thing only when it is kept regulated. Globalization is in our world now and we should focus on what we should do to regulate globalization to where we are progressing as a whole and not going backwards. With all of the bad and the good, only we can make the difference however small that change may be it is still a difference for the better. Actions that will help others are the only way to go and understand one another more. With all of our technology and knowledge, we can solve many of the worldsââ¬â¢ problems if we just were not so greedy. With globalization, we can change the world; hopefully for the better. Implication of Budget 2013
According to the Prime Minister Datuk Seri Najib Razak, who is also Finance Minister, at the Dewan Rakyat on Friday, September 28 tabled that the Budget 2013 themed ââ¬Å"Prospering The Nation, Enhancing Well-Being of the Rakyat: A Promise Fulfilledâ⬠. 2013 budget was formulated with a focus on improving the living standards of people across the country, ensuring sustainable economic growth, prudent spending and reduce the country's fiscal deficit with the overall goal of focusing on the welfare of the people.The Government will ensure people get the best services and maximum benefits as a result of the implementation of development programs and projects in 2013, the global economic environment is expected to improve, economic growth is projected to grow more strongly at 4. 5 percent to 5. 5 percent. Though this, the first positive implication is increase economic growth through increased investment activity. Economic growth will continue to be driven by foreign direct investm ent and domestic. In the first half of 2012, private investment increased to 75. billion dollars from 59. 8 billion dollars in the same period in 2011. This trend is expected to continue in 2013 with private investment is expected to increase to 148. 4 billion dollars. In order to stimulate domestic investment and accelerate the participation of Malaysian companies in the global supply chain, the Government has provided funds Domestic Strategic Investments worth 1 billion dollars under the Investment Development Authority of Malaysia. The fund aims to take advantage of outsourcing activities and the acquisition of technology by local companies.In addition, the government has also introduced incentives for the acquisition of foreign companies and special tax rates to encourage local service providers to merge into larger entities. Besides, Small and Medium Enterprises (SMEs) play an important role in the economic transformation of the country. As to accelerate the growth of SMEs and the expansion of the scope of the industry across the country, a fund of 1 billion dollars will be made available under the SME Development under the operating SME Bank.These measures facilitate the access of SMEs to obtain financing and further develop their business. Next, the second positive implication will be he reduces of citizenââ¬â¢s burden especially low income citizens. in term of reduce in burden as in both reducing cost of living and quality of living of Malaysian government provided a program called program Rumah Mesra Rakyat where the NHC will build a total of 21. 000 units for 2013. Under this program also, the NHC will build a house costing 65 thousand dollars with a subsidy of 20 thousand dollars and interest rate subsidies on loans of 2 percent.In addition, a sum of 543 million dollars will be provided to the National Housing Department implement 45 projects under the Public Housing Program involves 20. 454 housing units will be constructed using the Industriali sed Building System. All residential units will be sold between 30 to 40 thousand dollars per unit than the market price around 120 thousand dollars per unit. 20 percent of the PPR housing units allocated to civil servants and some of the people with disabilities.Besides that ,everyone wish to own a house so to enable this to happen more First Home Scheme, was launched by the last budget, will be improved by increasing the income limit individual borrowers from 3,000 dollars to 5,000 dollars a month or 10,000 dollars a month for joint loans of husband and wife. In addition, reserve requirements and deposit 3 month minimum period of 6 months work will also be abolished. Other then housing subsidy, 1Malaysia People's Aid (BR1M 2. 0) also launched to establish goal of reduce people living cost.RM 250 will be given to individual that below 21 years old with income less then RM 2100. Thirdly, Malaysia Budget 2013 also contributes in development of rural and indigenous communities. Rural areas will continue to be developed to reduce the gap of urban and rural development. 4. 5 billion dollars will be provided to implement various development projects in 2013 include ,first ,a total of 1. 2 billion is allocated to implement the project 441 km of rural roads and rural roads benefiting 220 thousand inhabitants. Second a total of 1. billion is allocated for infrastructure projects rural utilities for water supply projects to 24 thousand households and extension project electricity to 19 thousand households. Third, a total of 137 million dollars allocated for Sustainable rural Program involving 29 villages throughout the country and benefit 38 thousand inhabitants. Major programs include the upgrading of marine products processing plants and food, building a new pier, the construction of a centre for marketing, improving the package and recreational activities as well as the home stay.Fourth, a total of 88 million is allocated for economic development programs and projec ts of water supply for indigenous peoples; and fifth ,a total of 100 million dollars to supply 40 thousand water tank using rainwater catchment, particularly in remote areas in Sabah and Sarawak. In the other hand, Malaysia Budget 2013 also has some negative implication. First of all, we see that this time the government spending is still a deficit which mean excess of expenditure over income ,although it decreased compared to last year (2012), from 4. 7% to 4. 0% of a 21. billion once the government accumulated outstanding debt of nearly 503 billion or half trillion for to-16 years in a row since 1997. That amount is 53. 7% of the Gross Domestic Product (GDP or GDP) for 2012. The initial RM1. 8 billion that was allocated to BR1M for 3. 4m households in the 2012 budget ballooned to over RM2 billion for over 4 million households. A country whose GDP is projected to expand by 5 per cent in 2012 should see fewer households earning less than 3000RM. And yet, BR1M recipients are projecte d to increase to 4. 3 million households with another 2. 7m individuals earning less than 2000RM joining them.Without proper checks and balances, the RM3b that has been allocated to BR1M 2. 0 for Budget 2013 can easily increase to more than RM4b, if not more. The same lack of fiscal prudence could be seen in the expenditure on subsidies. An allocation of RM32. 8 billion was given for subsidies in Budget 2012 but the actual expenditure on subsidies is projected to be at RM42. 4 billion, an increase of RM9. 6 billion or 29. 3 per cent over the original budget! If the same kind of trajectory is followed, the RM37. 6 billion which is allocated for subsidies in Budget 2013 could easily increase to almost RM50 billion.Besides that, sugar subsidy reduced by 20sen per kg. Sugar Should be a controlled item but it price has gone up four times, by 20sen per kg on Jan 1, 2010, 25sen on July 18, 2010, 20sen on Dec 4, 2010, and 20sen on May 10, 2011. A remarkable affect on the property market see n sugar is a common goods that cannot be replace. Government has proposed the real property derive tax RPGT from the disposal of properties made within a period not surpassing two years from the date of purchase will be taxed at the rate of 15% and at 10% for disposal of property within a period of two to five years.This symbolise an increase on RPGT of 10% is applied to properties held and inclined of within two years, and a rate of 5% was retained for properties sold within the third, fourth and fifth years after purchase and it would give result in a negative impact on the country. As a conclusion, there are both positive and negative implication toward Malaysia Budget 2013 . In my opinion, most of the positive implication are brings short term effect but the some negative implication might cause long term liabilities to our economy.
